Fairfield police arrest suspect in Spirit Halloween mass shooting

A 17-year-old has been arrested in connection with a shooting inside a Fairfield Spirit Halloween store that killed a pregnant woman and wounded six other people last week, police said Monday.

Fairfield Police Chief Dan Marshall said investigators identified the suspect within hours of the shooting but withheld the information publicly to avoid compromising the investigation. School resource officers helped identify him through surveillance footage, police said.

"We did not want to risk compromising his whereabouts or the arrest of this person," Marshall said. "We were on him pretty quickly, as far as following him where he is and tracking him down. We were able to finally make an arrest today."

The suspect was arrested Monday at his home in the 800 block of Harrier Drive in Suisun City, Marshall said. Police said they do not believe there were any additional shooters.

The suspect, whose name has not been released because he is a juvenile, faces charges of murder and attempted murder, according to police.

Marshall noted that the suspect served a few months in juvenile hall for a separate shooting at a local high school in 2025. Because of that shooting, Marshall said the Spirit Halloween shooting never should have happened.

"I think that's where we need to have some conversations about legislative changes," he said. California has gotten extremely soft on accountability with youth. And I think after seeing the homicide at the graduation at Fairfield High School earlier this year, and now this, another juvenile male, it's just showing that legislative changes are showing a lack of accountability for our youth."

The Spirit Halloween shooting happened around 8:30 p.m. Friday inside the Spirit Halloween at Solano Town Center. Fairfield police said the suspect observed another person inside the store investigators believe was the intended target of the shooting.

Gunfire struck that person and six others inside the store. The suspect fled within minutes and prior to police officers arriving.

Police identified the woman who died as 31-year-old Constance Hages. Her family told investigators she was pregnant.

As of Sunday, a 19-year-old man remained in critical condition, while three others remained hospitalized in stable condition.
